William Vermillion Houston, a physicist who assisted in the development of quantum theory, serves 19 years on the faculty at the California Institute of Technology before coming to Rice as the Institute's 2nd president. 

Houston lays the foundation for Rice's graduate programs and greatly expands the research programs.  He reorganizes the curriculum, hires new faculty, initiates a 5-year engineering program and establishes the residential college system.
