Rice enters into a memorandum of understanding with the free Hanseatic City of Bremen to help establish a private research university in Germany.

On September 3, 2001, Rice celebrates the opening of the International University Bremen (now Jacobs University Bremen). Bremen uses the Rice model to design its 80-acre campus and organize its academic curriculum. Bremen leaders emphasize an international student body, residential colleges and instruction in English.
